Whenever this chapter imposes a higher standard than required by other ordinances,
rules, or regulations, the provisions of this chapter shall govern. When the provisions
of any other ordinance, rules, or regulations impose higher standards, unless specified
in this chapter, the provisions of such statute shall govern.
